Goals

I do not believe that the goals of this bill or similar bills have been met. There has been only 20 states to even propose law to allow Drug testing of welfare recipients, and in fact multiple states have found it unconstitutional.
To help individuals stay off drugs in general
To help save taxpayer money from being wasted by fraud related incidences
To stop fraud in the welfare system

What the policy says

The Department of Health and Human Services is required to reduce by 15% of the state TANF grant if a state has substantially failed to condition benefits on passing drug testing or screening. The Food and Nutrition Act of 2008 and the Housing and Community Development Act of 1980 are amended to set forth analogous drug testing and screening requirements under the supplemental nutrition assistance program and public housing and "Section 8" rental assistance programs.
Amend part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to 1.Subject individuals to criminal background checks for drug-related offenses as well as substance abuse screening, and 2.Deny TANF assistance for an individual who tests positive for a controlled substance.

As of recent, courts have found that drug testing of welfare recipients is a violation of the United States Constitution Fourth Amendment rights under protection from unreasonable searches and seizers.

Interest groups

Individuals in the democratic parties are labeled as being against drug testing of welfare recipients. Liberal ideology is in favor of larger social welfare programs and the law to drug test could shrink government programs.
Most individuals in the Republican party are in favor of implementing law to drug test welfare recipients. This follows in the ideology of fiscal economic policies. however, this contradicts the conservative ideology in favor of smaller government.

ACLU staff lawyer Jason Williamson successfully won a lawsuit against a drug testing law in Florida. Williamson, like many others against drug testing for welfare recipients, does not believe that there is an actual problem of welfare recipients using drugs and misusing the system. He believes it is a waste of time and money.
Wisconsin Governor Scott Walker in favor of requiring drug testing for welfare recipients. Walker mainly fought for those that receive SNAP food stamps to be required to pass a drug test. his reasoning is that the welfare system is unfairly used by individuals that take advantage of the welfare program.
