Hazard

Situation that produces a level of threat to life, health, property or the environment. It is characterized by the viability of the occurrence of a potentially harmful incident, that is, an event capable of creating damage to protected legal assets.

Risk

Probability of a hazard turning into a disaster. Vulnerability or threats alone do not pose a danger. But if they come together, they become a risk, that is, the probability that a disaster will occur.
